LVKC Rules for the 2008 Season

1.0 PIT RULES:
       
   

 

 

1.1 No drugs, alcohol or load music, and all animals will be restrained by their owners while in the pit area.
1.2 Everyone in the pit area must have an armband to show insurance coverage.(Purchased at the ticket booth before you enter the pit area or from a race official by the scoring tower)
1.2.1 Arm bands must be worn at all times.
1.2.2 Arm bands will be checked on start grid by race officials before drivers are allowed on the track.
1.3 Racers are required to behave in a sportsman like manner both on and off the track.
1.4 Racers are responsible for all persons in their pit, whether crew members or visitors.
1.5 No pitting on the asphalt, use drip pans for draining oil or other liquids, pit road and grid area must remain open during race or practice events. Recommended all pits have a fire extinguisher.
1.6 No karts will be driven in the pit area at any time except to the entrance to the scales. Karts are not to be driven on to the scales they are to be pushed on to the scales by a crew member, or the driver should exit the kart and push the kart onto the scales. First violation of this rule will be punishable by a verbal warning. The second violation of this rule will regulate the violator to the back of the pack for their next event (qualifying, pre-main, or main). The third violation will bring a suspension for the rest of the day the violator will receive no points for the day event. If the pods are mounted low on the kart they should be lifted so as not to drag on the scales.
1.7 No skateboards, bicycles, roller skates, or motor scooters on pit roads.
1.8 No one is allowed in track exit (post tech by scales past yellow line) except for race officials, drivers exiting the track and one pit crew member for assistance of kart removal from scale area.
1.9 Only authorized personnel beyond red line at track entrance during prepractice and races.
     
             
2.0 PENALTY FOR FIGHTING OR ASSAULT
       
     

2.1 FIRST OFFENSE
2.1.1 DQ for the day’s race
2.1.2 One (1) race day suspension.
2.1.3 Three (3) month probation upon return to next race event.

2.2 SECOND OFFENSE
2.2.1 DQ for that day’s race.
2.2.2 Suspended for six (6) race days.
2.2.3 Three (3) month probation upon return to next eligible race event.

2.3 THIRD OFFENSE
2.3.1 DQ for the day’s race.
2.3.2 Six (6) month suspension.

2.4 FORTH OR MORE OFFENSES
2.4.1 Will lead to further escalation of punishment to be decided by the BOD which could include a ban from the track.

     
3.0 EVENT PROCEDURES
       
     

3.1 SIGN IN
3.1.1 Gates open at 8am for morning races and 6pm for night races.
3.1.2 Sign in last call to race is by the end of the drivers meeting.
3.1.3 If driver shows up after driver meeting has started they will not be allowed to race.
3.1.4 All drivers (except as stated in Section 3.6.1) will qualify for first heat starting position.

3.2 PRE-RACE SAFETY INSPECTION
3.2.1 All karts must pass safety inspection along with all drivers’ race wear and gear for IAW, IKF, WKA, SKUSA, and local rules. See local tech section.
3.2.1.1 All karts are required to use 1 3/4" metal fender washers between the seat strut and the actual seat itself where the seat attaches to the strut.
3.2.2 All drivers will pickup their transponders during pre-race safety inspection. If the driver intends to use his own they need to give their transponder information to the race official so that it can be added to the scoring computer.

3.3 NEW DRIVERS
3.3.1 List of new drivers to race director before start of first heat.
3.3.2 New drivers must display a black X on the number plate at the rear of the kart for their first three race days.
3.3.3 New drivers must display a black X on the back of their helmet for their first three race days.
3.3.4 New drivers will start at back of field for first three race days.

3.4 PRE-RACE PRACTICE
3.4.1 10 minute engine break-in session for all classes; low speed no competitive passing (yellow flag conditions).
3.4.2 All classes will have two (2) practice sessions. See pit board for practice order.

3.5 DRIVER’S MEETING
3.5.1 Driver’s meeting is mandatory for all drivers and parents of Micros and JR1 drivers.
3.5.2 Driver’s meeting is held after last practice session at the bleachers by starting grid.
3.5.3 Driver’s meeting are used to make announcements of club business, race day schedule, distribute trophies from last club race, hold drawings on drivers tickets and 50/50 tickets. Also to review the flags used by the club during a race event. The flags and there description are listed in Section 7 Miscellaneous.

3.6 RACING AND SCORING
3.6.1 The first heat will be qualifying and all classes will qualify for pre-main. The group may have more than one class in them except for the Micro class they will always run by themselves. If the qualifying group is large enough the race director may see fit to split the group up to give all drivers enough room on the track to qualify. All new drivers or rookies go to back of the field per Section 3.3.4. In the case of a large field of new drivers or rookies their qualifying time will regulate their starting position from fastest to slowest among that rookie group.
3.6.2 The second heat or Pre-main will start in descending order of qualifying with quickest time starting on pole and descending in order to the slowest this is regardless of a group with more than one class running together. All new drivers or rookies to start at the back of the field per Section 3.3.4. In the case of a large field of new drivers or rookies their qualifying time will regulate their starting position from fastest to slowest among that rookie group.
3.6.3 The Main or final starting order will be determined by the finishing order of the Pre-main. All classes will start in descending order of finishing position in the Pre-main this is regardless of whether there is more than one class running together. If an individual or individuals fail to qualify or run the Pre-main they must start from the back of the field behind the rookies or new drivers.
3.6.4 Daily points will be awarded by finishing position of the Main or Final for all entrants that complete at least one scored lap and meet all requirements for class participation. All entrants that have completed one lap scored in qualifying, pre-main or final will qualify for daily points. Those points will be awarded in the order of the failure of finish ascending to the winner. Note: All non-members will be awarded points for their daily finishing positions and a trophy if the position so warrants it. Those daily points will not count towards Championship Points and will be listed in red on the scoring list for each class. Each entrant has until the end of the second complete day of racing to become a member and qualify for the points that they have earned up until then. Failure to become a member after the second race deadline will keep an entrant listed as a non-member. If an entrant becomes a member by the second race deadline they will be awarded the points they have earned towards the Championship up to that point. Failure to become a member till after the deadline will mean a loss of all points earned and all future points earned up to the time that they become a member. Once the entrant has become a member and if it is after the second race deadline their name and points will be calculated on a separate line and the points will be listed in black designating a Championship qualifier from the day of becoming a member. Points awarded for daily finishing position will be based on TABLE 3.2 which will be the points for position plus the number entrants per class.

3.6.5 The 2 lowest scoring races or any missed races (scored as zero’s) of the season after your first race, (not DQ’s) will be dropped when figuring the season total points. Races missed at the beginning of the season (before the driver first race that year) can not be used for drops. * DQ race days for any reason can not be used for drops.
3.6.6 Workday points can be earned by a participant at 100 points for workday for a maximum of four days per season giving you a total of 400 points that will be added to your Championship Points at the end of the season. The workdays are no longer mandatory but used as an incentive program to help the club accomplish work or track maintenance or fill track positions for races or practices. The incentive being that they can earn up to 400 points to add to your total Championship Points at the end of the season. After you have completed your maximum four workdays you will be awarded a practice for each extra workday or a race for every two extra workdays. The club will make every effort to schedule and announce all workdays so as to give everyone that wishes to earn workdays the opportunity to do so.
3.6.7 All individuals under the age of 18 that enter the racing facility are required to have a Minor Release Form signed by a parent or legal guardian. If an individual under the age of 18 applies to become a club member they are required to be sponsored by a parent or legal guardian that is either a racing member or non- racing member as well as the Minor Release Form.
3.6.8 Qualifying for daily events by class or classes will entail running the entire track that will be used for that event. Qualifying will be scheduled in 5 minute sessions. If during a qualifying session a participant leaves the track for an equipment malfunction he will be allowed to repair the problem and return to the track as long his qualifying session is still on the track and the malfunction with his kart has been repaired.
3.6.9 In the case of an entrants failure to receive a qualifying time due to no fault of the entrant such as a bad transponder or problems in timing and scoring they will be allowed to requalify. If the failure to receive a qualifying time is the result of no transponder faulty location of the transponder or the transponder falling off due to improper mounting or placement the entrant will be placed at the back of the field.
3.6.10 In the case of a transponder coming off during the race scoring and timing and track officials will do everything in their power to regulate and post the correct finishing positions for the race.
3.6.11 The main flagger controls the field on the start of a race so he or she has full discretion on when to post the green or any other flag.
3.6.12 The race director controls most aspects of the event so any complaints, discrepancies, or grievances should be filed with the race director instead of the main flagger or scoring.
3.6.13 It is the responsibility of the race entrant or a member of their crew to bring forth any discrepancies in scoring, girding, points or other problems as soon as possible so as to be able to correct them. Time can only cause further problems or create further frustration for the parties involved.

3.7 LVKC CHAMPIONSHIP QUALAFYING CRITERIA
The following criteria are required to qualify for the end of the year Championship Trophies handed out at the club banquet.
1. All qualifiers must be members and able to fulfill the other requirements, and should be a member before the second half starts so as to be able to complete the required 50% of the seasons races. There will be an exemption for the micro class that will only require them to run a minimum of (3) races per season to qualify for the championship. This will allow (2) of the races to be used as drops to fulfill the drop requirment thus allowing the third race to be used in posting a one race event total.
1a. The LVKC race season runs from January 1st till December 31st of each year. If an individual wants to join the club after the 9th race of any season their membership fees will be reduced by 50%.
2. All qualifiers are required to drop two of their lowest scores from your season total per (Section 3.6.5).
3. Workdays are no longer required by the LVKC but are offered as an incentive plan of 100 points for workday for a maximum of 4 days for a total of 400 points for the season as per rule (Section 3.6.6). These points will be added to your Championship points at the end of the season. Extra work days over the four maximum for season will be awarded one equal to a free practice or two equal to a free race.
4. All classes are required to have three entrants to start a class and be eligible to qualify for the Championship per (Section 4.6)
5. An entrant that changes classes during the season can not use any of the criteria in the other class to qualify for a Championship Trophy in another class. Exception is the workdays will carry over.
6. An entrant that runs more than one class and is not changing classes and satisfies all the requirements of those classes will be allowed to work a maximum of 8 days a year allowing for each class to add a maximum of 400 points to their Championship total for the year.

     
             
    4.0 CLASSES        
      4.1 Three karts constitute a class
4.2 Micro class is the only class to be run separately and should never be combined with any other class.
4.3 Classes with less then 5 karts entered may be combined at the discretion of Race Director. The micro class will NEVER be combined with other classes. The following classes can be combined at the discretion of the Race Director (Junior Super Sportsman and Junior Rotax), (HPV Junior Lite and Heavy and Mini Max). World Formula Jr. will be allowed as a Club Option to be run with the World Formula Senior Lite and Heavy.
4.4 Recognized LVKC classes and specifications. (Table 4.4)
4.5 In order for a driver to earn a Championship Trophy for year-end position they must meet rule criteria (3.7) and participate in a recognized or established LVKC Club class for at least 50% of the regular schedule races for the year. In order for a class to be recognized it must have 3 entries per (Section 4.1). The entries can be members or non-members and are not required to be the same drivers from race to race. All junior classes from age 5-15 will be carried over automatically as long as the club recognizes them as an established class regardless of participation. The other senior classes will be recognized from year to year as long as long as they are recognized to be an established class and they can adhere to rule (Section 4.1). If a class is recognized by the club and maintains recognition by rule (Section 4.1) but fails to maintain the 3 entrants for the 50% of the regular scheduled races the member participants that complete at least 50% of the regular schedule races will qualify for the Championship Trophy, and Hat due to the fact that the failure to maintain the 3 entrants for 50% of the season was not the fault of the participants. If this proceeds for two years the club can put that class on probation requiring a 3 entrant participant for more that 50% of the season to earn the Championship awards. The BOD will either remove the class that is on Championship probation when the class has regained its status or it will be removed from the list of recognized LVKC club classes.
4.6 Unrecognized or new classes start counting championship points only from the first race with 3 or more entries. Points will be carried on the web site for all races but will be “adjusted” accordingly at the end of each weekly scheduled race
4.7 All KT100 classes do not follow IKF old cylinder penalty rule (as a local option)
4.8 Class Age Option As the LVKC season runs from Jan. 1st to Dec. 31st the option age year for all classes shall be the same. The option year will be offered to all Junior Class drivers. The BOD has the right to rescind this rule for any and all classes covered by it, if it is deemed that it may create a hazard or safety issue to the driver or other competitors. The requirements for the option year as follows:
1) The option year can only be used when the driver is in the last age year of their competition class and, that said driver will turn the minimum age required for the NEXT AGE level of competition before the end of the LVKC season.
2) If a driver exercises their option year rights and moves up to the next age level of competition they CANNOT move backwards or back down to race in the previous class from which they came. The only exception is that the rule is rescinded by the BOD due to a hazard or safety issue as mentioned above.
4.8.1 Jr. 1 Comer and Jr. Animal – Those drivers 11 years of age who will turn 12 years of age before the end of the LVKC season will have the option to move up to the next level of Jr. age class competition, = Jr. Super Sportsman, Jr. World Formula, Jr. Rotax, ect.
4.8.2 J R. Super Sportsman, Jr. World Formula, Jr. Rotax – Those drivers 15 years of age who will turn 16 years of age before the end of the LVKC season will have the option of moving up to the next level of age class competition which are senior classes.
4.9 All competitors that will be competing in IKF, WKA, SKUSA, and other racing series should understand that running at club options may make them illegal as far as age and equipment as well as classes runs at the club level. You will need to address the appropriate tech manual for those series.
4.10 The club will offer as a weekly trophy 1st – 3rd for all Jr. Classes including Micros which will become a Championship class for 2007. It will also offer a plaque for all recognized LVKC senior classes of which weekly plates for the plaques will be handed out for all positions run in that class for the day. After a competitor has run 50% of the scheduled races they will receive a plaque with their name and class for the year. This award is offered regardless of whether you are a club member.
4.11 The Championship Trophies at seasons end will be offered for all positions that qualify by complying with the rule (Section 3.7).
4.12 All competitors that come to LVKC races may not have an established class that we run as our recognized classes but the track officials will do everything possible to place the said competitor in a class that will be competitive.
     
             
5.0 TECH SECTION
       
      5.1 All karts must be signed in and pass safety tech prior to going onto the track.
5.2 IKF and WKA rules will apply to all classes, SKUSA rules apply to shifter classes also.
5.3 ZERO (0) tolerance on performance tech and important safety items.
5.4 Post Tech inspections can be performed after qualifying, pre-main, and main per the availability of a qualified tech person and at the discretion of the Race Director
5.5 Tech requests: Will be available on the club having an available individual qualified to perform the tech.
5.5.1 Drivers requesting that a tech on a competitors kart must put up $75.00. The requesting driver must be in the same class.
5.5.1.1 All monies to be refunded to the requesting driver if the tech motor is found to be illegal.
5.5.1.2 Entrant with illegal equipment to pay $25.00 to person performing tech.
5.5.1.3 If motor is found to be legal $50.00 will be given to the driver who was teched, remaining $25.00 to person performing tech.
5.5.2 Unintentional illegal: small carbon build-up ect.
5.5.2.1 DQ because it was unintentional will only regulate a last place finish.
5.5.2.2 No probation
5.5.3 Intentional Cheating: first offense.
5.5.3.1 DQ for the day.
5.5.3.2 One (1) additional race suspension.
5.5.3.3 Three (3) month probation.
5.5.3.4 Discretionary spot-check during probation.
5.5.4 Intentional Cheating: second offense
5.5.4.1 DQ for the race day.
5.5.4.2 Suspension for six (6) additional races.
5.5.4.3 Three (3) months probation upon return.
5.5.5 Intentional Cheating: third offense.
5.5.5.1 DQ for that race day.
5.5.5.2 Six (6) month suspension.
     
             
6.0 RACING RULES
       
      6.1 IKF and WKA rules apply to all classes, SKUSA rules apply to shifter classes also.
6.2 All karts must sign in and pass safety tech before entering the track, including engine break-in and/or practice.
6.3 No restarts allowed. Unassisted Shifter, Rotax, or all TAG classes.
6.4 If lead karts cannot set the pace correctly (discretion of the starter) the front row, or individual can be put to the back of the pack. (Decision of starter is not protest able.)
6.5 Penalty for intentional pushing, rubbing or hitting another karter in order to improve your position on the track is to be docked the lap that the offense occurred.
6.6 Penalty for intentionally leaving the track, even if only two wheels, in order to improve your position are to be docked the lap that the offense occurred. The only exception will be to avoid an accident.
6.7 Policy to enforce IKF and WKA rough driving rules.
6.7.1 Observers on Track.
6.7.2 Drivers committee.
6.8 All rules governing driving procedures as per IKF Section 108 will be strictly enforced. Clarification of overtaking (Rule 108.4.2) when one kart is overtaking another, control of the corner becomes shared when the overtaking kart’s bumper reaches half-way point between the front and rear wheel. Assuming that the lead driver is looking towards the apex of the turn, the over taking kart will be in his/hers field of vision and will be given necessary room. Once the position has been assumed, both drivers must respect the lane they have been given, allowing each kart to exit the corner and begin battling for the position again.
6.8.1 If the inside kart is chopped to the berm from contact with the outside kart, the outside kart will be given the black flag.
6.8.2 If the outside kart gets pushed out of the corner due to contact with the inside kart, the inside kart will be given the black flag.
6.8.3 If it is unclear as to who was at fault, both karts can be black flagged.
6.8.4 Decisions of the Race Director are final and are not protest able.
6.9 All competitors must scale at the end of qualifying, Pre-Main, and Main event or they will receive a DQ for that event. Failure to scale all of the previously mentioned events competitor will receive no points for the day. When a competitor scales they must meet at least the minimum required weight in at least one of the following, Qualifying, Pre-Main, or Main to receive at least last place points. (no light weights - refer to IKF rule 108.8 or WKA 106.18 as a reference)
     
             
7.0 FLAG RULES
       
      7.1 Green Flag – The green flag is used during practice and the race to indicate that the track is clear. It is used to start a race and to restart a race after a yellow or red flag.
7.2 Red Flag – The red flag indicates that all drivers are to stop as quickly as possible when the red flag is displayed by the starter. Drivers may not race back to the start/finish line. Failure to obey the red flag will result in disqualification for that race.
7.3 Blue /Yellow Stripe – The blue flag with a yellow stripe through it is used to tell a driver that he or she is being lapped and they must yield and maintain their line with hand in the air for overtaking drivers to pass on their left. Failure to obey the blue flag will result in disqualification.
7.4 Black Flag – A black is used to tell a driver that they have been disqualified due to an on-track infraction such as bumping, pushing, blocking, rough driving, or other unsafe or unsportsmanlike activity. The driver must report to the pits because they are no longer being scored for that race. If the violation is in qualifying or pre-main the driver will be placed at the back of the field for the pre-main or main. If the violation is in the main the driver will receive last place points for the day or if the violation is serious enough the race director could award the violating driver no points for the day this would be at the digression of the race director. A rolled black flag pointed at a specific driver or drivers is a warning for a driver infraction and could lead to the black flag being displayed if the infraction continues.
7.5 Black Flag with Meatball – The black flag with an orange disk displayed is used to signal a driver of a technical or mechanical infraction (neck braces, gloves, muffler, ect.). The driver may return to the track if the infraction can eliminated or repaired.
7.6 Yellow Flag - A yellow flag is displayed to indicate to drivers that there is a hazard ahead or in the general area of the flag being displayed. LVKC uses yellow flags displayed by corner workers to designate a specific area rather then a full course yellow. In the event that a full course yellow is needed it will be displayed by the main starter and all corner workers. When a yellow flag is displayed all drivers will slow to a safe speed and proceed beyond the hazard. You cannot pass or overtake a competitor in a yellow flag zone. If you should happen to slow and fall back to your original position so as to avoid being penalized. If you should pass a competitor during a yellow flag condition and fail to return to your original position before the yellow you will be docked one lap.
7.7 White Flag – Indicates that one lap remains in the race. The white flag is a courtesy flag and is not required to be displayed. A driver should always drive until the Checkered Flag is displayed.
7.8 Checkered Flag – The checkered flag is displayed to indicate the end of practice and or a race is complete, and the drivers are to proceed to pits or scale/impound/area. All competitors should race until the checkered flag is displayed unless some other flag is displayed.
7.9 Crossed Flags – Indicates the race is half over. This is an option and displayed as a courtesy.
7.10 Special Flags – Special flag rules may apply for certain events or be used as an option by LVKC and will be explained at the pre-race drivers meeting
     
             
8.0 AWARDS AND TROPHIES
       
     

8.1 Weekly Club Trophies and Awards – The LVKC awards 1st thru 3rd place trophies for all the Junior Classes including Micros. The senior classes are awarded Plaques that state the name of the recipient and class for that year. The trophies and the plates for the plaques are given out at the next race event. The plates for the plaque state the date and finishing position for the day. After a driver has completed 50% of the scheduled race events for the season they will receive their plaques. You are not required to be a member of the LVKC to receive these trophies or plaques. These awards are sponsored by the LVKC and different individuals or organizations sponsoring specific classes.
8.2 Championship Trophies – These are the trophies and awards given out at the LVKC Awards Banquet at the end of the year. You must have been a member and competing in the specific class and fulfill the criteria to qualify for the trophy or award to receive one. These awards will be given to all competitors that qualify regardless of how many are in the class. Hats with the class and name of the recipient and finishing position for the season will be given to all qualifiers that receive a trophy. The individuals that qualify for the 1st place position in each class will also receive a championship jacket the only exception to that rule is refer to rule 4.5. These awards are all sponsored by the club.
8.3 Special Awards
8.3a All new drivers are considered Rookies if they have never raced in a competitive event. If a Rookie competes in a prior season but does not complete the (3) required races with an (x) on their kart and starting from the back of the pack, they will be allowed to compete in the following season as a rookie for the rookie of the year award. They will be required to race all (3) rookie races with the (x) and from the back of the pack just like all other rookies for that season. No rookie races will carry over from the prior season. Failure to comply with this rule will disqualify the competitor from that seasons rookie championship.
8.3.1 Presidents Service Award - The recipient will be selected by the current membership and will receive a (1) year paid membership and pit spot as well as a trophy. All past recipients prior to the 2007 season will maintain their lifetime membership but will lose their guaranteed paid pit spot for lack of participation for more than one season.
8.3.2 Don Dayton Memorial Sportsmanship Award – This award was named in memory of Don Dayton one of the original Charter Members that was not only involved in the LVKC but OFF – ROAD racing as well for almost 50 years. This award is given to a member that displayed good sportsmanship as well as racing etiquette when dealing with competitors, race officials, and spectators. Is not specifically a driver.
8.3.3 Rookie of the Year – This award is given to a member that is a new driver with the LVKC racing in any recognized Championship class that has never raced any races at the club level in past years. They will be competing with rookies from all classes for that season It is based on the accumulation of the most points during the season minus the drops point deduction or workday points. They must fulfill all the requirements to receive a Championship trophy for the class.
8.3.4 Hi Point Total - The recipient of this award is the member that has earned the most points during the seasons minus workday points and dropped races. The recipient of this award can come from any LVKC recognized class and has fulfilled the requirements to receive a Championship Trophy for that class.
